Headquarters Joint Operation Command Project Department of Defence

The new Headquarters Joint Operation Command provides the Chief of the Defence Force with a more effective means of commanding the Australian Defence Force.  It brings together staff and agencies to improve the effectiveness of joint planning, the allocation of resources for military operations, and the command and control of operations.

In a wide-ranging role, Capital Insight:

  • facilitated risk management workshops to identify and prioritise project risks and identify risk mitigation measures

  • developed the project risk register

  • reviewed quantified project risks that were developed by others, comparing them to Australian and international benchmarks

  • developed a risk-adjusted Project Control Benchmark (PCB), by estimating risk adjustments to be made to the project’s directly-procured capital investment, asset replacement and whole-of-life operating costs

  • assessed short-listed private sector tenders, by participating in design and construct, financial, and whole-of-project life tender evaluation working groups

  • undertook compliance audits of the Defence procurement process against a number of key criteria including Commonwealth PPP Guidelines, the HQJOC Process Plan (including probity, security and procurement process requirements), the Defence Procurement Policy Manual and Tender Evaluation Plans.
