Capital Insight undertook economic appraisals for five proposed capital development
projects for the Department of Corrective Services.
The projects all provided additional accommodation within the NSW correctional
system. All the projects were in response to a rise of inmate numbers
with some projects also responding to the need for additional
accommodation in regional locations in the north and central west of the state.

The appraisals used cost effectiveness techniques, examining both capital costs and recurrent costs over a 20-year evaluation period. Instead of individual project appraisals, Capital Insight appraised the portfolio of projects together. This allowed identification of the most cost-effective program of projects.
