Westmead

Capital Insight was Project Manager for
the $119 million redevelopment of Westmead Hospital, which formed part
of the $200 million Western
Integrated Network (WIN) Program, a major
reorganisation and redevelopment
of health services and facilities in Western Sydney.
The redevelopment
of Westmead Hospital involved
a mix of new buildings and refurbishment work undertaken within, around, and on top of a live, operating hospital
environment. Complex issues successfully
managed by Capital Insight include:

the development and
implementation of a unique Managing Contractor contract for a
project with six key milestones - each requiring user consultation,
design development, documentation, construction and commissioning
with a pre-established lump sum and program
-
the addition, during
implementation, of five
new milestones to the Managing Contractor contract
-
the achievement of
over $10 million in savings through the Managing Contractor contract, which was reinvested by the client in additional scope of works
-
removal of asbestos
waste from the site in a tight timeframe, within the footprints of
the existing building structure and immediately adjacent to a fully
operational hospital
-
stringent
noise, dust and vibration controls
-
relocation of one of
the busiest areas of the hospital - women's health and newborn care
-
site constraints and
access restrictions imposed by the concurrent construction of a Transitway at the 'front door' of the
Hospital
-
planning and
implementation of a structured change management process involving
27 departments and impacting upon thousands of personnel.
Key success factors for
the project included:

a strong partnership culture
through the Managing Contractor contract, which delivered savings
to the client

a structured change management
process that encouraged client involvement and ownership,
identification of issues for early escalation and close
collaboration with the public relations team

an extensive program of
communication and consultation activities for staff and the
community involving regular publications, information forums,
project displays and the development of a WIN Program web site.
