Using an external probity auditor will ensure that the procurement process has been transparent, fair and equitable to all parties involved.  Capital Insight is one of the few private sector probity auditors accredited by government.  We believe that there is little benefit in producing an adverse audit report advising that problems have arisen.  Our approach is to be proactive to try and to prevent problems occurring.  However, in the event that problems do arise, we work with the agency to resolve them.

In general, the engagement of a probity adviser should be considered when the project is expected to:

  • be inherently complex or risky or politically sensitive

  • involve significant intellectual property

  • require lengthy or detailed site visits or face-to-face visits during the evaluation stage

  • be privately financed or use a complicated contract structure

  • involve a highly concentrated market in which collusion is a possibility

  • be expected to generate a sizable profit or considerable income stream for the agency

  • be managed by an agency who lacks experience in the nature or magnitude of the project undertaken.
